The question

An office building's comfort-cooling chiller holds 300 pounds of R-134a, an HFC. Under the 40 CFR Part 84 leak repair rule that took effect January 1, 2026, what trigger leak rate applies?

  • 10 percentCorrect answer
  • 20 percent
  • 30 percent
  • No rate; HFC systems are not covered

Why “10 percent” is correct

From January 1, 2026, Part 84 leak repair applies to appliances of 15 pounds or more using an HFC with a global warming potential above 53, such as R-134a, outside the excluded residential and light commercial air conditioning and heat pump subsector. Its rates mirror Part 82: 10 percent for comfort cooling, 20 percent commercial, 30 percent industrial process.

Why the other answers are wrong

  • 20 percent — 20 percent is the commercial refrigeration rate.
  • 30 percent — 30 percent is the industrial process refrigeration rate.
  • No rate; HFC systems are not covered — A 300-pound R-134a comfort-cooling chiller is covered by Part 84 from January 1, 2026.
