Allowable annual leak rates for low-pressure appliances.
The question
An owner wrote a retrofit plan for a leaking R-11 chiller but then got the leaks under control. To ask EPA for relief from retrofitting, by when must the owner show the chiller no longer exceeds its leak rate?
- Within 30 days of the plan's date
- Within 180 days of the plan's dateCorrect answer
- Within one year of the plan's date
- Within 10 days of the plan's date
Why “Within 180 days of the plan's date” is correct
40 CFR 82.157(h)(5)(ii) lets an owner ask to be relieved of a retrofit or retirement plan if, within 180 days of the plan's date, it can show the appliance no longer exceeds its leak rate. The owner must also agree in writing to repair all identified leaks within one year of the plan date.

Why the other answers are wrong
- Within 30 days of the plan's date — 30 days is when the plan must be written, not the relief window.
- Within one year of the plan's date — One year is the deadline for finishing the plan's work.
- Within 10 days of the plan's date — 10 days is the follow-up verification test window.
