The question
A refrigerant wholesaler sells R-454B to a contractor. Which records must the wholesaler keep, and for how long?
- The address of the appliance being serviced, for five years
- The technician's test score, for one year
- Invoices with buyer, date and quantity, for three yearsCorrect answer
- No records, because R-454B is a substitute
Why “Invoices with buyer, date and quantity, for three years” is correct
Under 40 CFR 82.154(c)(3), sellers of class I, class II and non-exempt substitute refrigerants must keep invoices showing the purchaser's name, the date of sale and the quantity sold, plus any proof of a certified employee, for three years.

Why the other answers are wrong
- The address of the appliance being serviced, for five years — The wholesaler does not have to record where the refrigerant will be used.
- The technician's test score, for one year — Test scores are kept by certifying programs, not wholesalers.
- No records, because R-454B is a substitute — Non-exempt substitutes have been covered by the sales restriction since January 1, 2018.
