The question
Which refrigerant sale is allowed to an uncertified buyer under the sales restriction?
- A 30-pound cylinder of R-22 for a homeowner's own heat pump
- A small MVAC can (2 lb or less) with a self-sealing valveCorrect answer
- A 25-pound cylinder of R-410A bought for a home window unit
- Recovered R-134a sold directly to a neighbor
Why “A small MVAC can (2 lb or less) with a self-sealing valve” is correct
40 CFR 82.154(c)(1)(ix) exempts non-exempt substitute refrigerant intended for MVACs that is sold in containers of two pounds or less with a unique fitting and, for newer cans, a self-sealing valve. Other refrigerant sales require a certified buyer.

Why the other answers are wrong
- A 30-pound cylinder of R-22 for a homeowner's own heat pump — R-22 for stationary equipment may be sold only to certified technicians or their employers.
- A 25-pound cylinder of R-410A bought for a home window unit — R-410A cylinders for stationary equipment fall under the sales restriction.
- Recovered R-134a sold directly to a neighbor — Used refrigerant cannot be sold to a new owner without reclamation, and the buyer must be certified.
