The question
A worker at a scrap yard recovers refrigerant from household freezers before they are crushed. What does the regulation require of this worker?
- Type I certification, because the work involves removing refrigerant from it
- Universal certification, because disposal is involved
- No certification, and any recovery equipment may be used
- No certification, but the recovery equipment must meet EPA standardsCorrect answer
Why “No certification, but the recovery equipment must meet EPA standards” is correct
Section 82.161(a)(1)(vii) says persons who dispose of small appliances are not required to be certified. EPA's safe disposal page adds that the recovery equipment they use must meet the same performance standards as equipment used for servicing.

Why the other answers are wrong
- Type I certification, because the work involves removing refrigerant from it — Persons who dispose of small appliances are not required to be certified.
- Universal certification, because disposal is involved — No certification at all is required for disposing of small appliances.
- No certification, and any recovery equipment may be used — Equipment used before disposal must meet the same performance standards as equipment used for servicing.
